This article first suggests that it is about LMPD. It is not. It's based on surveys with sheriff's deputies somewhere else. There absolutely has been a huge change is the way Metro officers police since Ferguson, New York, and Baltimore. Proactivity is way down. This is not because officers are scared of protestors. This department and mayor have proven time and again that officers are on their own and will be thrown under the bus. Officers have no incentive to be proactive, it just gives the command more opportunity to scrutinize everything they do based on body cam footage. This department has no spine. If officers were actually supported and trusted the administration, things would be vastly different in Louisville.

If they want to make this relevant to any department other than "an unnamed, mid-sized sheriff's department serving about 393,000 residents in the southeast U.S." then they should re-do the study and include other departments. Its doubtful a department that's been untouched by the liberal politics, protests and minority activism would have a "Ferguson effect." The departments that are laying down are the ones where the political climate is more hostile to law enforcement. LMPD's stats have been down for years because Louisville had mini-Fergusons before the department merged. Chief White brought in the politicized, avoidant and reactive style of policing that continues today. They don't want to be in the business of proactive major investigations like before 2000 because it leads to violent encounters and protests.

Simple equation

Officer A: Nice officer drives around beat, waves at the guys on corners, answers radio runs in a timely manner, takes reports, and goes home. (Low probability of catching criminals, or preventing crime). (Low probability of get in trouble or making the news in a negative way).

Officer B: Hard worker drives around his beat looking for criminal activity to get involved in. Actually gets out on the guys on the corner, chases guys, and makes arrests. (High probability of catching criminals, and preventing crime). (High probability of getting involved in something that will make the news).

Who do you think that the people downtown at Headquarters wants?
