The parole board usually has well intentioned, liberal, sheltered and very naive professors and lawyers who don't know the first thing about how really criminals think, but think they do. The real reason they exist is because the state doesn't want to pay for incarcerating all of the dangerous people, and think the gamble is worth it. Obviously this time it was not. The people who complain about prison overcrowding ignore what happens when you let too many out. The typical felon can inflict a lot more destruction and cost on society on the street than the cost of their incarceration.
