The drug problem has mostly been ignored and only gotten worse. Its easy to ignore because if you don't pursue it, then you don't make arrests and it stays invisible. What they do not understand is that desperate people on drugs are much more likely to kill or rob. I also don't believe that none of the homicides were over drug deals or turf. Several did appear to involve criminals.
