It getsdown to old fashioned law enforcement being needed. Treating addicts is fine but not when you're addicting them to something else. Some are computer whizkidding themselves into thinking that going undercover and putting in some hard work on the street isn't necessary anymore. You can only get so much from riding on the patrol coattails for easy guilty pleas.
