Your number of good arrests in comparison with others working the same area of town in current and prior years does have something to do with your value as an officer.

The overtime violation doesn't mean most arrests he made were bad or that people should be doing nothing to be a "good officer." The people with the cleanest disciplinary records are usually the ones who've done nothing at all in their careers. I'm not excusing bad cops, but the people who hide on their beat until they can get promoted off the street are rarely the ones who save a life or make a major arrest.
