It used to be that way (for District Commanders, who were Captains). I remember the days when the Captain could run the district the way they saw fit (because they usually knew better than the puzzle palace did about what a particular district's needs, strengths and weaknesses were). They could also (and did a few times, I recall) tell the front office to pound sand when it came to how they chose to run things, especially when their methods were getting results.
Dissolving the Captain rank and placing (appointed) Majors at the District level, of course, changed all that.
