LMPD officer who won $450,000 settlement in whistleblower lawsuit again sues the department

Shift changes has nothing to do with crime going up or down, except for the administration considering that one of their positive steps to make the department better, along with the "9th Mobile Division". The big man may have been an OK Chief in a small department, but he's out of his depth here.
