LMPD officer who won $450,000 settlement in whistleblower lawsuit again sues the department

Why do they assume this was just for theft? If they just wanted to steal a car they'd do it after he got out of it. There is some pretty poor investigating going on nowadays when it comes to organized street gang activity. People seem clueless on the subject.
