You have some serious issues. But to be honest I can't answer your question because unlike you I don't keep count of issues of black vs. white. With that being said if you feel that you and your fellow "black" officers are being left out ask yourself when was the last time you set up a fundraiser for a fellow officer? Never. The dept isn't the one setting these things up, it's individual officers who take the initiative. If you don't like the one something is being done then fix it.
