They're on top of it. They will be paying for the rape kit testing with money they save from eliminating subsidized health insurance and have an acceptable lame excuses about merger being at fault. The media is naive enough to accept that excuse so why not use it. Its not like any of them know how to do real reporting anymore. Talking heads doing smiley happy stories about the Mayors hike and bike is all they know.

Why are they acting like this is new?

Both the state and the city have ignored this problem for many years.

Thousands of Rape Kits Wait to be Tested

KENTUCKY:

The Kentucky State Patrol Crime Lab has 368 rape kits waiting to be tested according to the crime lab. It takes the lab 30-120 days to do preliminary testing to see if there is anything to test and then an additional 180 to 270 days for DNA testing according to Lt. David P. Jude of the Kentucky State Patrol.

Jude told CBS News in an email his lab could certainly use more resources, "If money were no object, we would double our capacity and have DNA results available within 30 days regardless of case type." And he adds that all crime labs are victims of their own success, "The more cases we solve, the more they send in."

According to Jude, the Louisville Police Department has been sending in its "cold cases" for sexual assaults to the state lab dating back to spring of 2007.

The report was a whitewash. It did not even go into the paper trail that would show who made the decisions to withhold money from the lab. Another good ole boy coverup from Kentucky's soft on crime democrats.

Its a lot more than just rape kits

Rob Sanders, Kenton County Commonwealth’s attorney, said, “It's really unsettling knowing we've got someone that's alleged to have possessed child pornography running loose on the streets of Kenton County for almost two years. Knowing that this was in evidence and just waiting to be searched. Obviously I think that's something the state of Kentucky could improve on by increasing the funding for the state police.”

Sanders said he wanted to be clear that he was not being critical of the state police. He's just frustrated by what he sees as understaffing of the e-crimes unit. He said DNA samples often get back faster than computer analysis.

The child pornography charges each carry a penalty of 5 to 10 years in prison. But under Kentucky law, Anthony Dise faces a maximum jail term of 20 years.
