Seniority and promotional rules are explained very plainly in the first dozen pages of the contract. A few pages later, it explains how the FOP can file a grievance and go to arbitration. The FOP can take action once it finds out they violated the contract or any laws affecting the contracts execution. Why didn't the FOP do that? I am sure any civilians and command staff who knowingly broke the law will NOT have a list of their names sent to the courts like they do for officers. Funny how they never
