Do they realize they almost always come out on the losing end when they go to court on a personnel matter? A good attorney would want to add as many people to a class action lawsuit against the city as he could, because they're easy pickings. That's because the people in charge don't like to follow their own rules.

If there are only a couple of people who should have been promoted in the past, then there will still be plenty of people on the current list still make it if a court gives them their rank. Of course when the endgame of this list comes, the next few left out will have the argument that however many the court designated and took their spot from this list, that means there is an equal number of current Sgts who should not have been promoted at the time. Then more lawsuits.
