Police chief defends pending patrol changes

There is no contract violation. The allegation is that Metro is violating state law. The promotional process is governed by merit board rules and state law. Has nothing to do with the contract. However, if Metro were allegedly violating the contract, no it doesn't mean the general membership could revisit or reopen the contract. Not sure where you heard that but it's not correct. The proper way to respond to contract violations is to file a grievance. If the FOP is not satisfied with the answer it may apply for arbitration. If not satisfied with the arbitration decision it may file in circuit court.
