Police chief defends pending patrol changes

That's never worked. They don't want a proactive department because it make the activists mad and this city is run on Democrat politics. White disbanded most of the proactive units and now he's doing it. They just want people writing tickets and guarding parade routes. He is not the guy to stop a crime surge.
