Downtown decided a long time ago to balance their books through understaffing. Its not just the department either. Kelly Downard complained about the sorry job being done by public works. They aren't being given the money to do the job and neither is the police. Instead of complaining, they should tell the department how many they will hire and that they can pack their bags if they don't. Complaints and suggestions go in the garbage can. They need ultimatums.
