Whats that have to do with the shift change? He is reducing the number of officers on duty during peak hours instead of asking to hire more. Better to put the publics safety at risk than do the right thing. House mice kiss his butt enough to convince him hes going a good job. There was a valid reason for his demotion in the late 90s as is plainly clear now.
