They have to negotiate with the FOP and that can easily take a year or 2 if they want to drag it out. They also now know it may cost more in payroll and sick days going to 8's or 12's and there's no money for that. It would have to come out of the Chief's special units since the divisions are either undermanned or minimally manned.
