Reactive departments in high crime areas get higher crime. Proactive departments in high crime areas get in lower crime. The people who say otherwise have no idea what they're talking about. The same thing is happening in Baltimore. The crime is spreading beyond the west end to the south end now. People in the south end aren't going to take it laying down so the department better step up its game before this turns into Tombstone, Arizona.
