I don't agree. This reinforces the idea that the bad guy is going to come to his senses and not pull the trigger when he has the opportunity. By not shooting, you do give him a chance to reconsider, but you also give him and chance to murder. If you have a hard time pulling the trigger in a sitation where a suspect is point a gun at you, then you should be required to undergo a psych eval to determine if you are fit for duty or just resign before your luck runs out.
