I was the original poster and the post had nothing to do with this site's registration or history or freedom of speech. I was talking about the domain of the person making repeat malicious posts. The site admin can filter out an IP address or a domain on any webserver so it won't let him through to post, although it will also ban everyone else coming from that domain. If his IP address didn't change, then you could just ban the IP since it's possibly static.
