You are absolutely correct....matadors do not shoot the charging bull. They stab it multiple times with long ceremonial lances, forcing it to suffer a slowly and needlessly until the climax of the spectacle when the bull is finally put out of its misery with a sword to the cheers of a bloodthirsty crowd. Unless you are trying to allude that you wish to see officers carry out this barbaric ritual on the general public, I suggest you educate yourself and choose another metaphor. You willful ignorance is very telling.
