How about talking to some of the officer that served during the 60's and 70's? There was gunfire all the time.

I know 30 year veterans who never fired a round. They're a lot more common in places where people don't try to kill officers. The fact that someone never fired a round is not a testament to their skills, but to who they encountered during their careers. If you think otherwise, then you should talk to some 30 year prosecutors who can explain the grand jury process to you since you have little knowledge of it.
