Police chief to shake up patrol officers' shifts

Have you ever noticed whenever a black person points out the finer points of racism, a white person will almost always either excuse the racist behavior or feign not to seeing it at all? A group of white kids on a fraternity bus chanting a racist song is looked at by most whites as "just kids being kids".
