Command's philosophy since 2003 has been if it involves proactive high risk investigations taking longer than a few days, then its a job for the feds. They want quick arrests for visible crime and traffic guards. This is a far cry from LPD or JCPD. Conrad was taken out of the Assistant Chief position and sent back to be a Captain under LPD.
