I don't think he's a burnout or otherwise, he is just avoiding the simple economics of the situation. Of course any of us could apply or go to a city paying 15K a year more, like J-Town, St. Matthews, etc. They are small cities with a great tax base and can afford to put more resources into their much smaller police departments.
