Police chief to shake up patrol officers' shifts

Its hard for this department to get anyone to apply who can pass testing and isn't demented. Its probably near impossible for a department paying Walmart wages to get anyone. The citizens and politicians would rather pay for lawsuits and bodycams instead of paying adequate salaries to get high quality applicants. Its their own fault.
