Virtually all police departments base the minimum requirement on time on the department. Some departments base promotion on the opinions of management instead of the tests, which means you would be complaining about how only the friends of the administration get promoted to Sgt or Lt. The department started going to pot when they replaced civil service Captains with politically appointed Majors who don't take a test of any kind after being a Lieutenant. This has put the people running the divisions and detective units under the thumb of the Mayors office. They know they can get fired for a political reason or just making someone there unhappy with a comment they made on TV.
