Bad attitude passed over burnouts who think the department owes them 15 years of doing nothing for the 5 years they actually worked are the problem. You are just lucky the merit system protects people like you from being fired so you can keep your job for life. I hear all the complaints about new officers mostly from people who have the same attitude towards anybody "not on their team" like the Sheriff, small cities, corrections and commmand.
