It didn't actually say no. It said on one page he wasn't sure because there aren't enough runs to calculate the staffing levels in some divisions. One hired gun consultant bashing the 10 hour shift means nothing. The 10 hour shift has been found superior to the 8 and 12 hour shifts by people much better known as experts than that guy.
