Police chief to shake up patrol officers' shifts

The department is like the Titanic. The older people with benefits are in 1st class. That doesn't make it any better if you stay on board too long. The governor and state legislature, aka the 2nd most crooked state government in America according to a Harvard study, are who sailed every police department into the path of the icebergs in the name of saving money. They did so after many years of not contributing the required amounts. Its like a bank's management borrowing money from their own bank, then burning their books to hide it.
