When they catch the bad guys. Duh. Then said bad guys will be released and the process repeats itself. Catch and release.

Where do I start...over 60 guns in 6 weeks. 3 convicted murderers in the past 2 weeks arrested with handguns (I'm sure it's our fault they were out to begin with as well). In the past week, 5 suspects and the 4 guns used in 3 separate shootings were arrested. Many good arrests are made daily by VIPER, the task force, and many beat cops. If you would like the hard copies of these arrests I can provide them. The department has done a poor job of releasing any information on all the positive things accomplished. However, there are almost 1,300 officers, so why do posters like yourself blame 25-45 officers for not stopping all crime. Are you an officer or civilian?
