It will take more than individual officers being aggressive. The department needs some leadership experienced at running gang units. The few remaining people having experience on the short-lived LPD gang squad aren't who I'm thinking of. Neither are the Command officers who haven't led a Detective unit in the last 15 years.
Louisville has loosely organized juvenile that have been erroneously dismissed as not being serious gangs, whatever that is. Anyone with knowledge of loosely organized juvenile gangs can tell you they often commit more random acts of violence than well organized hierarchical gangs. Few cities are very good at breaking up gangs. This is no easy problem to solve but you have to start somewhere and that's putting the gang leaders in prison for a long time.
