They're also at the mercy of armed criminals who have so far been gracious enough to keep their murders in the west end. If they ever decide to shoot it out in the zip codes that donate lots of money to the Mayor, rest assured that the Command would be retiring or pinning Lt bars back on. There are some who think its beat to let the criminals just kill each other off, as if they aren't also killing innocent people too, but those victims don't seem to matter as much to the city because they're in the west end. Its also not difficult for them to jump on a bus and be in the wealthy white areas in under an hour. I have never seen this department so apathetic in the last 30 years.
