They will suspend for people not following policies, but only allow for the bare minimum amount of time for inservice training because divisions are understaffed and overdetailed. Officers should be getting rcecurring training a day or 2 every month on higher risk areas like show ups, evidence handling and use of force, not just a 1 week course each year.
