The problem here is that some officers are using old police tactics that are more expedient but don't hold water in court when you get challenged. That veteran incident reminds me of when the Police Chief gave Rambo a ride to the city limits and told him not to come back. You can't just go around detaining people just for being dirty looking in cities like Louisville. You might get away with it in the country but not here.
