Females of any size can be taught how to fight well enough to at least temporarily disable an opponent. Fighting methods taught to police are often too restrained and even the fight too much. Survival sometimes depends on preparation for using non-firearm lethal force. Raw physical strength is only 1 factor. She could be trained in a week how prevent from being beaten down like that, but department lawyers may not approve of the methods. It takes a lot longer to teach effective self-defense that doesn't necessarily involve lethal force strikes. The crap they teach in most academies is nearly useless 1-on-1 against someone who's been fighting on the streets for their whole life.

Another problem is that many officers don't think it can happen to them. Officers fall into that trap after they're on long enough to have "seen it all" Knowing hand-to-hand combat isn't like driving a car. You must train regularly to stay proficient.
