Some personalities need a rivalry. The people who are most into department rivalries are also into sports rivalries, gun preference rivalries and car brand rivalries. There are good and not so good in every organization. It has little to do with the name of the department or how much money they make. There are six-figure slugs in big name agencies who do as little as possible and there are officers making good busts every year in small departments in the country for $30,000 a year.
