I believe that responsibility belongs to the Chief Court Administrator. They should at least be informing EMA/Metrosafe of the closure so they can notify those who get e-mail notifications and the press. If in doubt, then you can call her, the CLO or the prosecutor who subpoenaed you.

If the public libraries of surrounding counties are able to inform the media of their closures on a Saturday, then there's hope for the courts. They could have their law librarian take the job over.
