It's not all Conrad's fault. He was forced to continue with the Bob White Public Relations Firm and is now probably within months of his retirement. He's a loyal servant of city hall earning his $175,000 paycheck. City hall is much more concerned with activists leading protests in front of city hall than crime. Crime will only become a priority when city hall starts getting complaints from their wealthy backers or the activists.
