Ok Im sure the Officer have had trouble with guy before. He was walking in the middle of the street... Him throwing the cigarette gave them something to cite him for. Also the Mayors office according to the Mayor get more complaints about littering cigarette butts than any other complaint. Do you enjoy seeing cars drive down the road and throw lit cigarettes out the window. Officers take what they can to address problems on their beat. I have zero problem with it and I will be first in on any situation.
