Schools are high crime areas. There is more drug dealing going on there on dayshift than anywhere else in several divisions. It's also a place where gangs recruit and make it known they're in charge. The department is pathetic at anti-gang enforcement and intel gathering to the point they usually pretend it doesn't exist.
