Has a lot to do with politics...if overtime was offered consistently, it would give the impression that LMPD is poorly managed. The public does not want to hear about a police officer with $40,000 base pay earning $20,000 in overtime. It looks like abuse to the uninformed citizen. It would cause public outrage and no one in charge would dare put their career on the line to do what makes common sense.

First off new officers don't have pensions anymore, second alot of the officers that will work the overtime do have pensions, and trying to get high three or five year. In that case it cost the city more in the long haul. And not being up to full strength causes alot of vacancies in specialize units, detectives spots, causing bigger work load on already over worked detectives. This causes the detective not to be able to put the needed work into every case, causes some citizens case to fall to the way side. So not being up to full strength has alot of short and long term effects.
