The "hands up don't shoot" response to gangs obviously doesn't work. What works is putting them away for as long as possible using any charges you can, so you can at least disrupt some of their activities.

Police: Gang activity on the rise in West Louisville

LOUISVILLE, Ky. (WDRB) - It was August 27th, just before 6:00 p.m when gunshots were heard throughout the Shawnee neighborhood. Shell casings dotted the street in the aftermath. The shooting left 16-month-old Ne'Riah Miller dead and her mother in the hospital.

It happened a month ago, but police say crime in the area continues.

"We have a high concentration of gangs in the area,"

"There's not a lot we can do. We'll catch them gambling, we'll cite them for gambling or trespass charges, drinking alcohol in a public place, we don't always hit home runs where we're getting guns and drugs but basically, we don't have a whole lot of fire power to deal with getting rid of them," Gibson said.
