NYPD's problems go back to many other events culminating in the Garner death. When you have that much distrust between the people and the police, the department isn't going to get much cooperation, and criminal groups will thrive like they do in New York. It is a bad place in many respects. The officers only make enough to live in a rat infested apartment so you can guess what kind of corruption and low quality hires that leads to. Be glad you are in Louisville with a lot of "small city problems"
