LMPD will NEVER take laterals...it is for legal reasons. It is bigger than the chief's decision. It can be traced back to LMPD wanting complete control over all the training of it's officers. Key word: ALL !!!!

They do it for the same reason that former members of the U.S. Army that have separated have to complete basic training if they wish to join the Marine Corps but former Marines are not required to complete basic training if they separate and then nenlist in the Army. That would be kind of like forcing a doctoral candidate from MIT to get an associates from Brown-Mackie.
