If they're necessary for patrol officers, then they're necessary for Sergeants, Lt's, Majors, Lt Col's, Colonels and the Chief. Any of them could get into a situation where they're attacked or have to use force. They should also have to turn on their radios while using city gas. While that may not ever happen, we can still imagine a world where there is fairness and rationality in city government.
