Same reason 40 swat team members surrounds a house for hours when all it takes is one on each corner of the structure (you can actually train monkeys to do this at a fraction of the cost and with the same results.

It's called TRADITION.

Even when an officer is completely righteous in a shooting, there are many emotions an officer goes through. Being off is a time to start the healing process. Again, many processes in play along with the legal process. I have been there. I understand now as I did then.
