If the city had more secure youth centers and athletic facilities they could keep kids away from the gangs "that don't exist" and street crime. You can't stop crime just be locking people up. Thats only half of the solution. The other half isn't more town hall meetings and gripe sessions for community agitators either. Its effectively communicating
