Defending who? Also, most all European police officers do carry guns. The largest exception being England, but they have specialty Police officers that do have guns.

Regular European police often don't look for crime. They pretend all is well when really organized crime is mostly ignored except by intelligence agencies and special agencies who carry weapons. The typical uniformed cop is writing tickets and arresting drunks while the mafia is trafficking women across the street from the poloce department. Europe sucks.
