There are guys like that walking the streets of most cities. The worst of the worst deserve special attention from units whose job is to hunt them down and take them off the street. You either proactively hunt those types of criminals down or else they hunt the public and officers. A lot of the time they will not go quietly and that's when the administration had better be able to unpuck its political behind and let the police be the police, protest or no protest.
